Soccer Tournament Rules

Game Rules

All games will be played in accordance with the laws of the United States Youth
Soccer Association and FIFA.

Eligibilility of Players and Teams

All teams must have current member passes of the US Youth Soccer or other approved organization.
All U-10 Players must have been born after Aug 1st 1997.
                All U-12 Players must have been born after Aug. 1, 1995
                All U-14 Players must have been born after  Aug.1 993
                All U-16 Players must have been born after Aug 1, 1991.
                All U-19 Players must have been born after Aug. 1, 1988.
Age verification will be made by current player pass or birth certificate.   Any team found to have an ineligible player will forfeit that game, and the coach will receive a red card.  Any coach or team player who receives a red card will miss the remainder of  that game and the next game.  The receipt of two red cards will mean expulsion of that recipient, whether player or coach.

Registration Process

Player passes/verification  will be submitted at the registration desk at registration and can be retrieved at the end of the tournament or when eliminated.  Each team must register for the tournament at the fields at least one-half hour before the start of  the team’s first game.  All paperwork will be provided at this time, if not before.  Insurance verification will be made by certified roster or by current player pass.  Within the maximum team roster of twelve players, as many as two guest players will be allowed if they present an approved player pass.  Chenango Soccer Club reserves the right to reschedule games, if necessary.

Soccer Ball

U-10 will use a #4 ball.
U-12, U14, U16 and U19 will use a #5 ball.

Player Equipment

All Players are required to wear shin guards, proper uniforms, and footwear.  No jewelry may be worn during games.  In the event of two teams with the same color jersey, the Tournament Committee will provide pinnies.

Team Sides

Both teams will sit on the same side of the field.  All spectators will be located on the opposite side of the field from the teams and remain behind the marked fan line.  Each team and club is responsible for the conduct of its players, coaches and fans.  Failure to allow the linesman and/or referee to clearly see the touchline my lead to a caution given  to the coach.

Special Rules of Play
                [A] Team Play
                Each game will be played on a 7 V 7 basic, including the keeper.  If, in the score of a game, a team is down by 5 goals, the team can put in an extra player; if down by 10 goals, the team can put in a second extra player.  These extra players are removed should the goal differential revert to the lower number.

{B}Substitutions
Unlimited substitutions by both teams can be made prior to goal kicks, at the start of a half following the scoring of a goal, and prior to a throw-in.  Substitutions must be made a midfield.

[C}Offside
The offside rule will be in effect.

[D]Slide Tackling
NO Slide Tackles will be permitted.  A direct kick will be awarded to the team not being penalized.

Number of Games and Game Length
Each team in a division will play the same number of games (at least 3 games).  All games will be played in two 25-Minute Halves  The time between halves will be no more than 5 minutes.  Should the game end in a tie, no overtime or shootout will occur.  Due to the number of games, lack of time and/or field space, the length of the game may need to be shortened.

Inclement  Weather
The tournament committee has the right to change the schedule due to the weather conditions.  If a game is terminated due to weather after one half of play, the game will be considered completed and the score final.  In the event of lighting, games will be delayed 20 minutes after the last seen lightning.

Time and Scorekeeping
Time will be kept on the field by the referee.  The referee and coaches must sign each scorecard at the conclusion of the game.

Protest
Decisions of the tournament committee are final.  Any protest must be made prior to the referee leaving the field and followed by submission of a written protest within 15 minutes of the completion of the game in question.  Judgment calls of  referee cannot be protested.

Tournament Standings
Points will be scored as follows:
       Win =   2 Points
        Tie  =  1 point
        Loss  -  0 points
A forfeit will be scored at 3-0

In the event of a point tie, the following tiebreakers will be considered in the following order.  Result of head-head competition, most games won, “Goals for” minus “Goals against” 
(maximum differential of  3 per game}, and fewest goals allowed.
